Information Technology Specialist (PLCYPLN)
Serve as a recognized IT and communications planner, applying advanced principles to develop strategic plans, assess policy needs, and manage projects.
You will serve as a recognized IT and communications planner, applying advanced principles, concepts, methods, standards, and practices.
You will apply cost and economic analysis techniques or similar methodologies.
You will prepare statements of work and equipment specifications.
You will have a strong aptitude for applying new developments and trends in technology to problems not readily resolvable through conventional approaches.
You will evaluate contractor proposals and designs to resolve disagreements and effectively collaborate with other technical communication personnel.
You will monitor contractor's work to ensure conformity to plans and specifications.
You will negotiate skillfully with all levels of personnel within the division, other military representatives, communications systems users, contractors, GOJ representatives, and other IT and communications specialists.
Requirements
GS-12 Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
- Developing or maintaining strategic plans
- Assessing policy needs
- Identifying and addressing workforce planning and management issues
- Preparing budgets
- Project management
In addition to the specialized experience, your resume must reflect skill in the following areas:
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency includes: conducting audits of IT and communications programs, developing policies, and providing policy guidance.
- Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations. IT-related experience demonstrating this competency includes: identifying and refining user requirements to establish plans for current and future IT needs, coordinating new requirements with various services, agencies, and organizations.
- Oral Communication - Expresses information to individuals or groups effectively. IT-related experience demonstrating this competency includes: maintaining a channel of communication with all activities concerned to receive comments, provide explanation, and resolve issues as project manager.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency includes: conducting technical inspections for projects in progress and during operation testing, ensuring compliance with requirements and specifications, and developing technical solutions to various IT and communications problems.
GS-11 Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate the following:
- Assisting with the development or maintenance of strategic plans
- Assessing policy needs
- Assisting with the identification and addressing of workforce planning and management issues
- Preparing budgets
- Project management
In addition to the specialized experience, your resume must reflect skill in the same four areas as listed for GS-12.
Education Substitution
In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience:
- GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree

Conditions of Employment
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position has been designated as a Cyber Workforce position in the DoD Cyber Workforce Framework (DCWF) role and, as a condition of employment, the incumbent is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements.
- The incumbent must obtain required credentials within 12 months of appointment and maintain those credentials for DCWF role of Systems Requirements Planner (Intermediate)/IT Project Manager (Basic).
- Failure to meet a condition of employment may result in disciplinary and/or adverse action up to removal from Federal service.
