This position is located at School Age Care (SAC), Camp Foster. Candidates selected for this position will serve as a SAC Assistant Director.

Major Duties

PERSONNEL MANAGEMENT: Supervises staff to include assigning work, conducting performance reviews and approving leave. Establishes local performance standards for employees and volunteers using established standards and requirements and rates employees' performance. Plans work for accomplishment by subordinates, sets, and adjusts short-term priorities, and provides input on schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.

Evaluates performance of employees directly supervised and assures equity of performance standards and rating techniques are applied. Conducts written observations of assigned staff during all hours of operation and evaluates employees on established performance standards (midterm and annual performance reviews). Initiates and implements personnel actions and supports the CYP management team to assure quality related to selection, assignments, training, promotions, disciplinary actions, and recognition of employees and volunteers.

Collaborates with the Training and Curriculum Specialist to identify employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Recommends awards when appropriate and approves within-grade increases. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Addresses potential disciplinary and/or performance issues in a timely manner and takes appropriate, corrective action(s) as necessary.

Gives advice, counsel, or instructions to support and administrative staff on both work and administrative matters. Actively supports the principles of the Equal Employment Opportunity (EEO) program and prevention of discrimination, harassment, and reprisal.

PROGRAM OPERATIONS: Gives input into the development of CYP standard operating procedures (SOPs) as required for the efficient operation and management of facility and programs. Ensures implementation of these SOPs. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work.

Ensures that available program spaces are fully utilized. Works collaboratively with the staff maintaining the waitlist to ensure vacancies are filled quickly. Provides oversight to the kitchen staff of the USDA food program requirements, maintenance of records, portions, cost cards, and proper serving and storing of food. Ensures compliance with applicable USDA, Service and food program policies and standards for proper composition of meals; ordering of food; proper preparation and storage of food.

Spot checks inventories and daily consumption figures. Assists the Y&T Director in ensuring menus are executed in accordance with guidelines. Performs facility walk throughs to determine compliance with State and Federal USDA regulations.

Interacts with installation civilian and military personnel, CYP Directors, APF and NAF employees, volunteers, supervisors, Family Child Care Providers, children, youth, parents, and on and off installation support agencies. Contacts with the military community and agencies are to coordinate available activities for the children/youth as well as to promote the cooperation and collaboration of the groups. The incumbent serves as a liaison with service providers and has other contacts with members of the public, individually or in groups, to include members of national and local early education councils, local school districts, local civic volunteer groups or advisory groups.

Requirements

BASIC REQUIREMENTS:

REQUIRED EXPERIENCE: Minimum of 18 months' experience working in group programs with children/youth as well as demonstrated knowledge in theories and principles of child/youth development. Experience must demonstrate the ability to lead junior staff in the accomplishment of work. Must be able to lift and carry children and objects up to 45lbs independently and over 45lbs with assistance.

REQUIRED EDUCATION: Bachelor's degree or advanced degree in youth development, elementary or secondary education, family and consumer science (human development emphasis), special education, or other fields appropriate to the position.

OR a combination of education and experience (e.g., courses equivalent to a major in a field (24 higher level semester hours) appropriate to the position (see above) plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

  • Must be able to obtain and maintain TIER-1 Child Care (CNACI) background checks which are required for positions that involve working with children under 18 years of age.
  • Must pass a pre-employment physical and annual physical, thereafter, provide evidence of immunization and be free from communicable disease.
  • Must complete all DoW training requirements within the specified time including orientation, initial, DoW Standardized Module Training, and annual ongoing training requirements, and required certifications, if any.
  • Must maintain current food handlers, CPR and First Aid certifications.
  • May be required to obtain a government driver's license.
  • Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
  • Must have the ability to use Microsoft Office Suite.

Note: This position is identified as a Test Designated Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity, reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operations. A positive drug test, or failure to submit for testing, may become the basis for removal from this position.
