Site Security Manager
The Site Security Manager leads and manages all security aspects for secure construction projects, ensuring compliance with ICD/ICS 705, DoD policies, and Construction Security Plans.
Role Overview
The Site Security Manager (SSM) is responsible for leading and managing all aspects of security for secure construction projects in compliance with ICD/ICS 705, DoD policies, and project-specific Construction Security Plans (CSPs). This role ensures classified facilities are protected through effective physical, personnel, technical, and administrative security measures. The SSM oversees security surveillance operations from mobilization through project closeout, ensuring strict adherence to federal security directives and standards.
Responsibilities
- Manage and oversee physical, personnel, technical, administrative, and procedural security in compliance with ICD/ICS 705 and the CSP.
- Provide program management for construction security from mobilization through demobilization and closeout.
- Serve as subject matter expert on construction and technical surveillance.
- Develop and implement training, processes, and procedures for:
- Site physical security and access control
- Secure shipping, receipt, and storage of materials
- Monitoring construction activities for compliance with federal directives
- Author SOPs, Plans, and Special Instructions in alignment with ICD/ICS 705, DoD 5105.21-M, and CSP requirements.
- Conduct daily and periodic inspections to verify compliance with the CSP.
- Maintain daily security logs and prepare monthly compliance reports summarizing inspections and activities.
- Document and categorize all violations or deviations from the CSP and provide weekly reports to the COR(s); submit "no infraction" reports when applicable.
- Performs other job-related duties as assigned.
Requirements
Required Qualifications
- Bachelor's or Master's degree with 5-10 years of directly applicable experience; or 8+ years of progressive security management experience.
- Active Secret clearance or the ability to obtain one.
- Proven experience managing security operations on secure construction projects.
- Strong knowledge of ICD/ICS 705 and DoD 5105.21-M Volumes 1-3.
- Expertise in construction surveillance, technical security measures, and secure facility requirements.
- Demonstrated ability to develop SOPs, compliance documentation, and detailed reports.
- Excellent organizational, communication, and reporting skills.
- Must pass pre-employment qualifications of Cherokee Federal.
Preferred Qualifications
- Previous experience as a Site Security Manager or Construction Security Surveillance Technician (CSST).
- Background in military, intelligence, or federal construction programs.
- Experience working with CORs and federal oversight agencies.
- Familiarity with secure facility design and build-out requirements (SCIF/SAPF).
