Project Planning Support
Support project planning efforts for the Ship Repair Facility, Japan Regional Maintenance Center detachment Sasebo by reviewing work packages, developing schedules, identifying risks, and ensuring compliance with naval maintenance guidance.
The Opportunity
The focus of this position is to directly support project planning efforts. Ship Repair Facility, Japan Regional Maintenance Center (SRF-JRMC) detachment Sasebo is implementing an integrated Planning Cell to address the planning needs of projects and to assist with the development and maturation of a project planning program. This includes review and standardization of the Availability Work Package (AWP), balancing work assigned within budget available, establishing the initial key event and milestone network, review of individual jobs assigned, development of good work breakdown structure (WBS), schedule development, identification and procurement of long lead time material, identification assessment, mitigation of risks, and upline reporting, etc. The work will be performed in accordance with the relevant guidance including but not limited to the Joint Fleet Maintenance Manual (JFMM), the Availability Management Manual (AMM), and the AIM-NG Process Manual. The work will be as part of a team and will include interaction with other codes/department personnel.
Responsibilities
- Review the Availability Work Package (AWP) to ensure an understanding of the assigned work and is aligned and logical for the specific availability
- Help track the quantity of work in the availability to ensure it is within the Command's planned capacity allocated for that project
- Review similar availabilities and extract as much re-usable information as possible, including the development of an initial key event and milestone network
- Participate in Job Summary reviews to ensure various elements of specific jobs are planned correctly, to include appropriate work breakdown structure (WBS), man-hour estimates, durations, material to be ordered, etc
- Identify, help provide procurement information for, and track long lead time and other critical material items to ensure they support schedule needs for specific jobs during the availability
- Capture, identify, and implement Lessons Learned, including maintaining the Lessons Learned database
- Help develop the project's network and identify critical and controlling path work
- Help identify and assess project risks, and develop mitigation plans to minimize impact during the availability
- Help develop Project Team planning briefs
- Help develop Project Team training plan Assist with the programmatic standardization of all project planning products
- Other duties and responsibilities as assigned
Requirements
Qualifications
Required
- Active Secret Security Clearance
- Bachelor's degree, or high school diploma and equivalent experience
- 5 - 7 years of related experience (availability planning in a Shipyard or RMC environment)
- Strong working knowledge of Advanced Industrial Management (AIM) / Maritime Systems Enterprise (MSE) systems
- Working knowledge of Execution Priorities and the inputs to that system's logic
- Working knowledge of the principles and processes used for planning and scheduling work in Concerto
- Ability to work both independently and as part of a team with little or no supervision
- Excellent interpersonal and communication skills
- Proficiency in Microsoft Office Suite (specifically: Word, Excel, PowerPoint, Teams, and SharePoint)
Specialized experience in one or more of the following areas:
- Project Engineering and Planning Manager
- Project Superintendent/Project Manager
- Project Planner
- Scheduler
- Chief Test Engineer (CTE) / Assistant CTE
- Material procurement / supply chain management
Desired
- Experience on DDG, CG, MCM, LHA, LPD, LSD, LCS, and/or LCC platforms
- Familiarity with the Naval Modernization Process - Management and Operations Manual (NMP-MOM)
- Familiarity with Surface Maintenance Engineering Planning Program (SURFMEPP)
- Familiarity with Naval Maintenance Database (NMD)

The proposed salary range for this position is: $75,200 - 158,100 USD
